 河南省減污降碳協同增效行動方案

  為(wei)深(shen)入(ru)貫徹黨中央、國務院關于碳(tan)達峰、碳(tan)中和(he)重大決策部署,落實省委、省政府工作要求,推動實現(xian)碳(tan)達峰、碳(tan)中和(he)目(mu)標,制定本行(xing)動方案。

  一、總體要求

  (一)指導思想

  以習近(jin)平(ping)新(xin)時代中國(guo)特色社會(hui)主義思(si)想為指導(dao),全面(mian)貫(guan)徹(che)黨的(de)二十(shi)大精神,深入貫(guan)徹(che)習近(jin)平(ping)生態文明思(si)想和習近(jin)平(ping)總書(shu)記視察河(he)南重(zhong)要講話(hua)重(zhong)要指示精神,完整、準確、全面(mian)貫(guan)徹(che)新(xin)發(fa)(fa)展理念,錨定“兩個確保”,落實“十(shi)大戰略”,以減污降碳(tan)協同(tong)增效為抓手(shou),加強碳(tan)達峰、碳(tan)中和與生態環境保護工作統(tong)籌融合,推動我省綠色低碳(tan)轉型(xing)發(fa)(fa)展。

  (二)基本原則

  堅持(chi)目標導(dao)向(xiang)。圍繞(rao)落實碳(tan)達峰目標與碳(tan)中和愿景,加強頂(ding)層設(she)計,著力解決與新形勢新任務新要求不相適應的問(wen)題,按(an)照(zhao)“先立后破、不立不破”原則,協同推動經濟(ji)社(she)會高質(zhi)量發(fa)展(zhan)和生態環境高水(shui)平(ping)保(bao)護(hu)。

  強化統(tong)(tong)(tong)籌(chou)協調。將經濟社會高質量(liang)發展與碳達峰、碳中和(he)及生態環境保護統(tong)(tong)(tong)一(yi)謀劃、統(tong)(tong)(tong)一(yi)布置(zhi)、統(tong)(tong)(tong)一(yi)實施、統(tong)(tong)(tong)一(yi)檢(jian)查,正確處理(li)發展和(he)減排(pai)、整體和(he)局部、長遠(yuan)目標和(he)短(duan)期(qi)目標、政府和(he)市場等關系,建立健全統(tong)(tong)(tong)籌(chou)融合的戰略、規劃、政策和(he)行動體系。

  突出協(xie)同(tong)增(zeng)效。把減污降碳(tan)作(zuo)為源頭治(zhi)理(li)的“牛鼻子(zi)”,協(xie)同(tong)控(kong)制二氧化碳(tan)與污染物排放,協(xie)同(tong)推進適應氣候變化與生態保護等工作(zuo),深入(ru)打好污染防治(zhi)攻堅戰,促進碳(tan)達峰行動實施(shi)。

  (三)目標指標

  到(dao)(dao)2025年底,全省(sheng)單位(wei)生產總值二氧化(hua)碳排放強度降低指標達到(dao)(dao)國(guo)家(jia)要求,空(kong)氣環境質量(liang)持續改善,逐步(bu)建(jian)(jian)立以(yi)強度為主、總量(liang)為輔(fu)的二氧化(hua)碳排放控制(zhi)體(ti)系,減(jian)污降碳協(xie)同管理機制(zhi)初步(bu)建(jian)(jian)立,統(tong)籌融合工作格局基本(ben)形成。

  到2030年前,全省單位生產總值二氧化碳(tan)排放強度持續下降,空氣環境質(zhi)量(liang)顯(xian)著改善(shan),減污降碳(tan)協同管理體(ti)系(xi)更加完(wan)善(shan),能力(li)顯(xian)著提升,有力(li)推動碳(tan)達峰(feng)目標實現。

  二、重點任務

  (一)協同推進生態保護源頭控制

  1. 加(jia)強生態(tai)環(huan)境分區管(guan)控。全面落(luo)實主體功能(neng)區戰略,充分銜接(jie)國土空間規劃(hua)分區和用途管(guan)制(zhi)要求,將生態(tai)保護(hu)紅線、環(huan)境質量底(di)線和資源(yuan)利(li)用上(shang)線作為硬(ying)約束落(luo)實到環(huan)境準入(ru)單元(yuan),建立差(cha)別化的生態(tai)環(huan)境準入(ru)清(qing)單,堅決(jue)遏制(zhi)“兩高一(yi)(yi)低(di)(di)”項(xiang)目盲目發(fa)(fa)展(zhan)(zhan)。推動涉“兩高一(yi)(yi)低(di)(di)”項(xiang)目有關行業專項(xiang)發(fa)(fa)展(zhan)(zhan)規劃(hua)和產業園總體規劃(hua)依法開(kai)(kai)展(zhan)(zhan)規劃(hua)環(huan)評(ping),嚴格規劃(hua)環(huan)評(ping)審(shen)查。在(zai)規劃(hua)環(huan)評(ping)中開(kai)(kai)展(zhan)(zhan)碳(tan)排放評(ping)價試點(dian),推動高耗能(neng)行業減污降碳(tan)協同控制(zhi)和綠色低(di)(di)碳(tan)發(fa)(fa)展(zhan)(zhan)。(省(sheng)生態(tai)環(huan)境廳(ting)牽頭,省(sheng)發(fa)(fa)展(zhan)(zhan)改革委、省(sheng)工業和信息化廳(ting)、省(sheng)自然資源(yuan)廳(ting)、省(sheng)政府(fu)國資委等(deng)按職(zhi)責分工負責,各(ge)(ge)省(sheng)轄(xia)市(shi)人民政府(fu)、濟源(yuan)市(shi)示范(fan)區、航空港(gang)區管(guan)委會負責落(luo)實〔以下各(ge)(ge)項(xiang)任務均需各(ge)(ge)地(di)政府(fu)落(luo)實,不再(zai)一(yi)(yi)一(yi)(yi)列出〕)

  2. 推進(jin)綠色低(di)(di)碳(tan)產(chan)(chan)業(ye)發(fa)展(zhan)(zhan)。嚴(yan)格落實“兩高一低(di)(di)”項(xiang)(xiang)目(mu)(mu)會商聯審(shen)機制,按照產(chan)(chan)能(neng)置換、“三線一單(dan)”、煤(mei)炭消費替代、區(qu)域污染物削減等政(zheng)策(ce)要求,強(qiang)化(hua)項(xiang)(xiang)目(mu)(mu)環評(ping)及“三同時”管理(li)。支(zhi)持符合條件的新(xin)(xin)建、擴建“兩高一低(di)(di)”項(xiang)(xiang)目(mu)(mu)采用先(xian)進(jin)的工(gong)(gong)藝技術和裝備,單(dan)位產(chan)(chan)品(pin)能(neng)耗、物耗、水耗和污染物排放強(qiang)度(du)等應(ying)達到(dao)清潔生(sheng)產(chan)(chan)先(xian)進(jin)水平(ping)。原則上嚴(yan)禁新(xin)(xin)增鋼鐵(不含短(duan)流(liu)程煉(lian)(lian)鋼項(xiang)(xiang)目(mu)(mu)及鋼鐵壓延(yan)加工(gong)(gong))、電解鋁、水泥熟料、平(ping)板玻璃、傳(chuan)統煤(mei)化(hua)工(gong)(gong)、焦化(hua)、鋁用碳(tan)素、磚瓦窯(yao)、鉛(qian)鋅冶煉(lian)(lian)等行業(ye)產(chan)(chan)能(neng),合理(li)控制煤(mei)制油氣產(chan)(chan)能(neng),嚴(yan)控新(xin)(xin)增煉(lian)(lian)油產(chan)(chan)能(neng)。(省(sheng)(sheng)發(fa)展(zhan)(zhan)改革委、省(sheng)(sheng)工(gong)(gong)業(ye)和信息化(hua)廳(ting)(ting)、省(sheng)(sheng)自然(ran)資源(yuan)廳(ting)(ting)、省(sheng)(sheng)生(sheng)態環境(jing)廳(ting)(ting)、省(sheng)(sheng)政(zheng)府國資委等按職責(ze)分工(gong)(gong)負責(ze))

  3. 探索實(shi)(shi)(shi)施碳(tan)排放(fang)影響(xiang)(xiang)評(ping)價(jia)。把碳(tan)排放(fang)評(ping)價(jia)作為(wei)環(huan)境影響(xiang)(xiang)評(ping)價(jia)的重(zhong)要(yao)內容,在環(huan)評(ping)文件(jian)中設(she)置碳(tan)排放(fang)評(ping)價(jia)專章,開展碳(tan)排放(fang)量核算,落實(shi)(shi)(shi)區域和行(xing)業達峰行(xing)動(dong)方案、清潔能源替代、清潔運輸、煤炭消費總量控制(zhi)等政策要(yao)求,推動(dong)實(shi)(shi)(shi)現碳(tan)排放(fang)作為(wei)建設(she)項(xiang)目(mu)環(huan)評(ping)管理的約束指標,建立(li)碳(tan)排放(fang)源頭控制(zhi)機制(zhi)。按(an)(an)照(zhao)國家統一部署(shu),初(chu)步建立(li)以(yi)綠(lv)色低碳(tan)為(wei)導向的重(zhong)大(da)經濟(ji)、技術政策生態環(huan)境影響(xiang)(xiang)論證工(gong)作機制(zhi)。(省(sheng)(sheng)(sheng)生態環(huan)境廳牽頭,省(sheng)(sheng)(sheng)工(gong)業和信息化廳、省(sheng)(sheng)(sheng)自(zi)然資源廳、省(sheng)(sheng)(sheng)政府國資委等按(an)(an)職責分(fen)工(gong)負責)

  (二)協(xie)同推進能(neng)源領(ling)域(yu)減污(wu)降碳(tan)

  4. 大力推動(dong)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)電(dian)(dian)(dian)(dian)結構優化(hua)(hua)調(diao)整。優化(hua)(hua)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)電(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)布(bu)局(ju),推進煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)電(dian)(dian)(dian)(dian)“以(yi)大代小(xiao)”、“以(yi)新換舊”容量替代建設(she);在豫東、豫南等電(dian)(dian)(dian)(dian)力缺(que)口(kou)較大地區(qu)(qu)有序建設(she)大型先進支撐性和(he)調(diao)節性煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)電(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu),在存(cun)在重大供(gong)熱缺(que)口(kou)的區(qu)(qu)域新建保(bao)障性民生熱電(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)。嚴(yan)格控制燃煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)發(fa)(fa)電(dian)(dian)(dian)(dian)機(ji)組裝機(ji)規模,禁(jin)止新建自(zi)備(bei)燃煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)機(ji)組,淘汰20萬千瓦(wa)(wa)及以(yi)下且設(she)計(ji)壽命(ming)期(qi)滿(man)的純凝燃煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)機(ji)組,積極(ji)推進30萬千瓦(wa)(wa)及以(yi)上熱電(dian)(dian)(dian)(dian)聯產電(dian)(dian)(dian)(dian)廠供(gong)熱合理(li)半(ban)徑范圍內的燃煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)小(xiao)機(ji)組(含自(zi)備(bei)電(dian)(dian)(dian)(dian)廠)和(he)燃煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)鍋爐整合退出。穩(wen)步推進許昌(chang)、平頂山等城(cheng)區(qu)(qu)煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)電(dian)(dian)(dian)(dian)項(xiang)目(mu)(mu)“退城(cheng)進郊(jiao)(園)”,加(jia)快推進洛陽市主城(cheng)區(qu)(qu)內燃煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)電(dian)(dian)(dian)(dian)廠基本“清零”。推動(dong)具備(bei)上網條件(jian)的現(xian)役自(zi)備(bei)燃煤(mei)(mei)(mei)(mei)(mei)(mei)(mei)機(ji)組納(na)入電(dian)(dian)(dian)(dian)網統一調(diao)度。(省(sheng)(sheng)發(fa)(fa)展改革委(wei)牽頭(tou),省(sheng)(sheng)工(gong)業和(he)信息化(hua)(hua)廳(ting)(ting)、省(sheng)(sheng)自(zi)然資源廳(ting)(ting)、省(sheng)(sheng)生態(tai)環境廳(ting)(ting)、省(sheng)(sheng)農業農村廳(ting)(ting)、省(sheng)(sheng)政府國資委(wei)、國網河南省(sheng)(sheng)電(dian)(dian)(dian)(dian)力公司等按職責分工(gong)負責)

  5. 積極(ji)支持新(xin)能(neng)(neng)(neng)源(yuan)(yuan)建設(she)。積極(ji)推(tui)進(jin)風(feng)電(dian)(dian)、分布(bu)式光(guang)(guang)伏、生物質(zhi)天然(ran)氣等新(xin)能(neng)(neng)(neng)源(yuan)(yuan)建設(she),進(jin)一(yi)步(bu)提高太陽(yang)能(neng)(neng)(neng)、風(feng)能(neng)(neng)(neng)發(fa)(fa)電(dian)(dian)占比。支持豫(yu)北、豫(yu)東、豫(yu)中南(nan)、黃(huang)河兩岸淺山丘等平(ping)價風(feng)電(dian)(dian)基地(di)建設(she),集約(yue)高效開(kai)發(fa)(fa)風(feng)電(dian)(dian)基地(di)。推(tui)動光(guang)(guang)伏利(li)用(yong)與建筑一(yi)體化(hua)(hua)發(fa)(fa)展(zhan)(zhan),推(tui)進(jin)能(neng)(neng)(neng)源(yuan)(yuan)供(gong)給(gei)體系清潔化(hua)(hua)低碳(tan)化(hua)(hua)。鼓勵有條(tiao)件的園區、廠區充分利(li)用(yong)太陽(yang)能(neng)(neng)(neng)、風(feng)能(neng)(neng)(neng)、生物質(zhi)能(neng)(neng)(neng)等可再生能(neng)(neng)(neng)源(yuan)(yuan)。推(tui)進(jin)發(fa)(fa)展(zhan)(zhan)氫(qing)能(neng)(neng)(neng)產業,加(jia)(jia)強氫(qing)能(neng)(neng)(neng)應(ying)用(yong)技術研發(fa)(fa),培(pei)育氫(qing)能(neng)(neng)(neng)產儲運用(yong)全產業鏈。因地(di)制宜發(fa)(fa)展(zhan)(zhan)生物質(zhi)能(neng)(neng)(neng)和(he)地(di)熱(re)能(neng)(neng)(neng),推(tui)進(jin)鄭(zheng)州(zhou)、開(kai)封、濮陽(yang)、周口(kou)4個千萬平(ping)方(fang)米地(di)熱(re)供(gong)暖(nuan)規模(mo)化(hua)(hua)利(li)用(yong)示范(fan)區建設(she)。積極(ji)推(tui)進(jin)陜電(dian)(dian)入(ru)(ru)豫(yu)建設(she),謀(mou)劃(hua)布(bu)局(ju)第四(si)條(tiao)直流特高壓輸電(dian)(dian)通(tong)道(dao),拓展(zhan)(zhan)外氣入(ru)(ru)豫(yu)通(tong)道(dao),擴大(da)油品輸入(ru)(ru)規模(mo)。統籌(chou)布(bu)局(ju)加(jia)(jia)油、加(jia)(jia)氣、充(換)電(dian)(dian)、加(jia)(jia)氫(qing)等設(she)施,示范(fan)推(tui)廣氫(qing)電(dian)(dian)油氣綜合能(neng)(neng)(neng)源(yuan)(yuan)站。(省(sheng)發(fa)(fa)展(zhan)(zhan)改革委牽頭,省(sheng)工業和(he)信(xin)息化(hua)(hua)廳、省(sheng)自然(ran)資源(yuan)(yuan)廳、省(sheng)生態(tai)環(huan)境廳、省(sheng)住房城鄉建設(she)廳、省(sheng)政(zheng)府國資委、國網河南(nan)省(sheng)電(dian)(dian)力公司等按職責分工負責)

  6. 持(chi)(chi)續開(kai)展散煤(mei)(mei)(mei)治理。擴大(da)清潔取暖(nuan)試點(dian)城市(shi)(shi)范圍,支(zhi)持(chi)(chi)豫東、豫南(nan)(nan)等(deng)市(shi)(shi)爭取中央財政(zheng)(zheng)清潔取暖(nuan)資金(jin)。按照“宜(yi)氣(qi)(qi)則(ze)氣(qi)(qi)、宜(yi)電(dian)(dian)(dian)則(ze)電(dian)(dian)(dian)、先立后破(po)、不立不破(po)”原則(ze),以鄉鎮為單元成(cheng)片(pian)持(chi)(chi)續推(tui)進(jin)清潔取暖(nuan),落(luo)實電(dian)(dian)(dian)力、天(tian)然(ran)氣(qi)(qi)保供和(he)(he)價格優惠補(bu)貼政(zheng)(zheng)策,有序穩步推(tui)進(jin)山(shan)區(qu)散煤(mei)(mei)(mei)清潔能源替(ti)代,平原地(di)區(qu)散煤(mei)(mei)(mei)全部清零。全面淘汰(tai)35蒸(zheng)噸/小(xiao)時以下的燃煤(mei)(mei)(mei)鍋爐(lu)及茶水爐(lu)、經營(ying)性爐(lu)灶等(deng)燃煤(mei)(mei)(mei)設(she)(she)施(shi)。持(chi)(chi)續加(jia)(jia)快供熱(re)管(guan)網(wang)建(jian)設(she)(she),充分(fen)(fen)釋放熱(re)電(dian)(dian)(dian)聯(lian)產(chan)、工業(ye)(ye)余熱(re)等(deng)供熱(re)能力,淘汰(tai)管(guan)網(wang)覆蓋(gai)范圍內的燃煤(mei)(mei)(mei)鍋爐(lu)和(he)(he)散煤(mei)(mei)(mei)。支(zhi)持(chi)(chi)利用光伏、地(di)熱(re)、生(sheng)物質等(deng)可(ke)再生(sheng)能源滿足建(jian)筑供熱(re)、制冷及生(sheng)活熱(re)水等(deng)用能需求。依法將整體完成(cheng)清潔取暖(nuan)改造(zao)并穩定(ding)運行的地(di)區(qu)劃定(ding)為高污染燃料禁燃區(qu),加(jia)(jia)強監督檢查,防止散煤(mei)(mei)(mei)復(fu)燒。加(jia)(jia)快推(tui)進(jin)種植業(ye)(ye)及農副產(chan)品加(jia)(jia)工行業(ye)(ye)重點(dian)企業(ye)(ye)燃煤(mei)(mei)(mei)設(she)(she)施(shi)清潔化能源替(ti)代,積(ji)極推(tui)進(jin)平頂山(shan)、許(xu)昌、南(nan)(nan)陽等(deng)市(shi)(shi)煙(yan)葉烤房(fang)電(dian)(dian)(dian)代煤(mei)(mei)(mei),推(tui)動(dong)南(nan)(nan)陽、三門峽、駐(zhu)馬店等(deng)市(shi)(shi)食用菌企業(ye)(ye)“雙改”工作(zuo)。(省發展改革(ge)委、省財政(zheng)(zheng)廳、省工業(ye)(ye)和(he)(he)信息化廳、省自然(ran)資源廳、省生(sheng)態(tai)環境廳、省住房(fang)城鄉建(jian)設(she)(she)廳、省農業(ye)(ye)農村廳、省市(shi)(shi)場(chang)監管(guan)局、省政(zheng)(zheng)府國資委、省煙(yan)草公司(si)、國網(wang)河南(nan)(nan)省電(dian)(dian)(dian)力公司(si)等(deng)按職責(ze)分(fen)(fen)工負責(ze))

  (三(san))協同推(tui)進(jin)工業領域(yu)減污降碳

  7. 加快傳統產業(ye)(ye)轉型(xing)(xing)升(sheng)級(ji)。支(zhi)(zhi)持建(jian)(jian)設國家(jia)工(gong)(gong)(gong)業(ye)(ye)資源綜合利(li)用(yong)示(shi)(shi)范(fan)基(ji)地、國家(jia)循環經濟試點(dian)示(shi)(shi)范(fan)、國家(jia)大宗(zong)固(gu)體廢棄物綜合利(li)用(yong)示(shi)(shi)范(fan)基(ji)地。支(zhi)(zhi)持鋼(gang)鐵(tie)(tie)、焦化(hua)、水泥等重點(dian)行(xing)業(ye)(ye)通過(guo)產能(neng)(neng)置換、裝備(bei)大型(xing)(xing)化(hua)改造、重組(zu)整合,鼓(gu)勵高(gao)(gao)爐(lu)—轉爐(lu)長流(liu)程鋼(gang)鐵(tie)(tie)企(qi)業(ye)(ye)轉型(xing)(xing)為電(dian)爐(lu)短(duan)流(liu)程煉(lian)鋼(gang)工(gong)(gong)(gong)藝,引導鋼(gang)鐵(tie)(tie)、煤化(hua)工(gong)(gong)(gong)、水泥、鋁加工(gong)(gong)(gong)、玻璃、耐火材料等行(xing)業(ye)(ye)實施綠(lv)色低碳(tan)轉型(xing)(xing)升(sheng)級(ji)。積極(ji)化(hua)解(jie)過(guo)剩產能(neng)(neng),加快退(tui)(tui)出低端低效產能(neng)(neng),按(an)(an)照(zhao)國家(jia)產業(ye)(ye)結構(gou)調(diao)(diao)整指導目錄及相關產業(ye)(ye)政策,堅(jian)決淘汰落后(hou)產能(neng)(neng),推(tui)動重點(dian)行(xing)業(ye)(ye)、重點(dian)區(qu)域(yu)產業(ye)(ye)布局(ju)調(diao)(diao)整,實施城市(shi)建(jian)(jian)成(cheng)區(qu)高(gao)(gao)污染(ran)企(qi)業(ye)(ye)退(tui)(tui)城入園(yuan)和敏感(gan)區(qu)域(yu)、水污染(ran)嚴重地區(qu)高(gao)(gao)污染(ran)企(qi)業(ye)(ye)優化(hua)布局(ju),利(li)用(yong)綜合標準,依法(fa)依規制(zhi)定(ding)方案,推(tui)動落后(hou)產能(neng)(neng)退(tui)(tui)出。嚴禁在(zai)黃河干流(liu)及主要支(zhi)(zhi)流(liu)臨岸一定(ding)范(fan)圍內新建(jian)(jian)“兩高(gao)(gao)一低”項目及相關產業(ye)(ye)園(yuan)區(qu)。(省發展改革委(wei)、省工(gong)(gong)(gong)業(ye)(ye)和信息(xi)化(hua)廳(ting)、省生態(tai)環境(jing)廳(ting)、省政府國資委(wei)等按(an)(an)職責(ze)分工(gong)(gong)(gong)負責(ze))

  三、組織保障
